Is it incumbent on a Conciliation Officer to initiate conciliation proceedings when a dispute arises or is apprehended?

When an industrial dispute arises or is apprehended in a public utility service and a notice of strike has been given under section 22 in respect thereof, it is incumbent on a Conciliation Officer to hold conciliations proceedings in respect of that dispute. In other cases it is not incumbent on him to do so and he may not at his discretion hold conciliations proceedings. S.12
