Is it permissible under the Act to add new items to matters initially included in the Schedule appended to the Act?

The Act empowers the appropriate Government to add new items to matters initially included in the Schedule. The Government can do this by framing a rule to that effect. It is needless to say that new items must relate to conditions of employment and that after the addition of new items standing orders must cover matters initially included in the Schedule as well as matters added to the Schedule.
