Are the rights of registered protected workers under other laws affected by the enactment of the Mathadi Act ?

Section 21 provides that nothing contained in the Mathadi Act shall affect any rights or privileges, which any registered unprotected worker employed in any scheduled employment is entitled to under any other law, contract, custom or usage applicable to such workers, if such rights or privileges are more favourable to him than those to which he would be entitled under the Mathadi Act and the scheme.
